- Garage Conversion
A garage conversion in Houston turns a one or two-car garage into living space: a bedroom, an office, a living room with a kitchenette, or a full apartment with a kitchen and bath. Kitchen Remodel Masters builds garage conversions with the same crew that does our kitchen remodeling, and we have built a full two-car garage apartment in Houston; see the garage to apartment project.
This page covers what a conversion takes, the City permit, deed restrictions and parking, Houston’s accessory dwelling unit rules, what you give up, the timeline and market costs. Prices are Houston market ranges from named sources, not Kitchen Remodel Masters quotes.
What a Garage Conversion Takes
A garage is a shell. Making it livable means adding everything a room has and a garage does not.
- Insulation and drywall. Batts or spray foam in the walls and ceiling, a vapor barrier, then drywall. Most Houston garages have none. Insulation and vapor barrier add about $3,570 per This Old House (2026).
- HVAC. The house system rarely has capacity for another 400 square feet. A ductless mini-split is the usual answer at $300 to $5,000 for the HVAC line item (This Old House 2026).
- Floor. Garage slabs slope toward the door and sit a step below the house. The floor is leveled with a topping or raised on sleepers, then finished. Floor leveling runs $600 to $2,000 (This Old House 2026).
- Windows and egress. A bedroom needs an egress window or door. Windows run about $550 each installed (This Old House 2026) and about $1,000 each per Thumbtack (2025).
- The garage door wall. The opening is framed, insulated and finished to match the brick or siding, often with a window where the door was.
- Electrical. New circuits, outlets every 12 feet, lighting, and a kitchenette or bath on dedicated circuits.
- Plumbing for a kitchenette or bath. Supply and drain lines cut into the slab and tied to the house sewer. Plumbing runs $1,500 to $4,000 (This Old House 2026), and a bathroom adds $15,000 to $25,000 to a conversion per Thumbtack (2025).
A kitchenette gets a sink, an under-counter fridge, a microwave and a short cabinet run that Jose builds in our shop. A full kitchen adds a range with a gas or 240-volt line and a vented hood, and the bathroom follows our bathroom remodeling standards.
The City of Houston Permit
Converting a garage to living space falls under the Residential Addition Permit, HPWCODE1134, which covers remodels or conversions of existing buildings. The plan set needs a site plan or survey, floor plans with the existing footprint, wall sections, a door and window schedule, windstorm or strapping details and an energy compliance report. Processing is about 10 business days and the permit is valid for 6 months. Plumbing, electrical and mechanical work each need a trade permit, and the City requires licensed trade contractors to pull them. Our kitchen remodel permits guide covers fees.
Deed Restrictions and Parking
This is where most Houston garage conversions get stopped, so we check it first.
- Deed restrictions. Houston has no zoning, so the recorded deed restrictions for your subdivision are the rules. Many require a garage or carport, require two off-street parking spaces, or bar converting a garage to living space outright. The City does not enforce them for you, but the HOA or a neighbor can sue, and courts can order the conversion undone. The City of Houston Legal Department explains enforcement.
- HOA approval. Where there is an architectural committee, the exterior change where the garage door was needs approval.
- City parking. The City’s Chapter 26 off-street parking ordinance applies to single-family lots. On a 50 by 100-foot lot in the Heights or Montrose, replacing two garage spaces usually means a widened driveway or a parking pad where the apron is now.
Houston ADU Rules
If the conversion will be a separate apartment, with its own kitchen, bath and entrance, it is an accessory dwelling unit, which the City calls a secondary dwelling unit. Houston City Council adopted new Livable Places housing rules in September 2023, effective November 27, 2023, that changed the size and parking rules for second units, and the City keeps a dedicated ADU page at houstontx.gov/adu. Older rules capped a detached second unit at 900 square feet and required extra parking; the 2023 changes reduced parking for small units. Confirm the current numbers with the Planning Department’s Planner of the Day at 832-393-6624 before the design is final, and remember that deed restrictions still apply on top of the City rules.
What You Give Up
- Parking. Houston summers and hail make covered parking worth something. Plan a pad or carport.
- Storage. The lawn mower, bikes and holiday boxes need a shed or an attic.
- Resale in some neighborhoods. In Memorial, Bellaire, Sugar Land and the Woodlands, buyers expect a garage, and a conversion with no parking is a drawback. Inside the Loop, an extra bedroom or a rental unit on a small lot usually adds value. We tell you which case your street is in.
Timeline
- Design and permit (3 to 5 weeks). Deed restriction check, 3D design, permit drawings, City review of about 10 business days.
- Demo and rough-in (1 to 2 weeks). Garage door out, slab cuts for plumbing, framing, electrical, HVAC.
- Insulation, drywall, floor (1 to 2 weeks).
- Finish (1 to 4 weeks). Flooring, cabinets, countertops, bath tile, paint, exterior finish.
Construction runs 2 to 8 weeks per This Old House (2026): 2 to 3 weeks for an office or living room, 6 to 8 weeks for a full apartment with a kitchenette and bath.

Frequently Asked Questions
How much does a garage conversion cost in Houston?
A garage conversion runs $9,659 to $51,659 with an average of $30,659, per This Old House (2026). Angi's range via Bob Vila (2024) is $6,012 to $27,090, about $25 to $75 per square foot. Do I need a permit to convert a garage in Houston?
Yes. Converting a garage to living space falls under the City of Houston Residential Addition Permit (HPWCODE1134), which covers conversions of existing buildings. It needs floor plans, wall sections, an energy report and windstorm details, takes about 10 business days to process, and is valid for 6 months. Plumbing, electrical and HVAC each need a trade permit.
Can my deed restrictions stop a garage conversion?
Often, yes. Many Houston subdivisions require a garage, require two covered or off-street parking spaces, or bar converting a garage to living space. Houston has no zoning, so these private restrictions carry the weight, and the HOA or a neighbor can sue to undo the work. We read the recorded restrictions before the design starts.
What about parking after a garage conversion?
The City's Chapter 26 off-street parking rules and most deed restrictions expect parking on the lot. On a 50 by 100-foot inner-loop lot, that usually means a widened driveway or a parking pad in front of the old garage door. Houston updated its accessory dwelling unit rules in 2023 and reduced parking for small second units; confirm the current numbers with the Planning Department before you count on them.
What does it take to make a garage livable?
Insulation in the walls and ceiling, a vapor barrier, drywall, a conditioned HVAC source, a raised or leveled floor over the sloped slab, a window for light and egress, and a finished exterior wall where the garage door was. A kitchenette or bathroom adds plumbing cut into the slab. Each item is a permitted trade in the City of Houston.
Can I put a kitchenette in a converted garage?
Yes. A kitchenette with a sink, under-counter fridge, microwave and a short run of cabinets needs a water supply, a drain cut into the slab and a dedicated circuit. A full kitchen with a range adds a gas or 240-volt line and a vented hood. Jose builds the cabinets in our shop to fit the space, and a kitchen adds $20,000 to $50,000 to a conversion per Bob Vila (2024).
How long does a garage conversion take?
Construction runs 2 to 8 weeks, per This Old House (2026): 2 to 3 weeks for an office or living room and 6 to 8 weeks for a full apartment with a kitchenette and bath. The City permit adds about 10 business days before work starts, and plan review for an apartment can run longer.
Does a garage conversion hurt resale value in Houston?
It can in neighborhoods where buyers expect a garage. Houston buyers in Memorial, Bellaire and Sugar Land usually want covered parking, and a conversion that leaves no parking is a drawback. Inside the Loop, where lots are small and an extra bedroom or rental unit is in demand, a well-built conversion with a parking pad usually helps. Check comparable sales on your street before deciding.
